Work to install the lights at the intersection of Bourke, Virginia and Keira streets will start this week after funding had been allocated.
Investigations to improve the intersection began in 2018.
"Pedestrian safety was understandably a major concern expressed during community consultation in 2018 and that feedback has really shaped the upgrade design," a Transport for NSW spokesperson said.
"The changes are going to reduce the rate of accidents for all road users, giving us a much safer road in a dense area."
As part of the project, right turn movements from Bourke Street into Keira Street will be restricted.
The work will take 10 weeks to complete.
At the same time the speed limit in the Wollongong CBD on Bourke and Corrimal streets will be reduced from 60 km/h to 50 km/h.
