Police spent four hours trying to coax the man from a unit block on Thames Street where it was believed he was hiding.
After breaching the door, officers found no one inside.
Police officers have still not released the name or a description of the man.
The operation included dozens of heavily-armed tactical response officers, police rescue crews and detectives.
The large-scale response was triggered when Lake Illawarra District Police officers spotted a man near the intersection of Princes Highway and Thames Street at about 1pm.
They thought the man entered his home on Thames Street.
Police believed the man could have been armed with a knife.
He is wanted for breaching an apprehended violence order against his former partner.
Police are continuing with their investigations and are following up on leads to try and find the man.
