Northview Terrace resident Jackie Drleski's daughter was the first to see the girl wandering the street, without a parent or carer in sight.
Her mother told Nine News "the cars were passing on the street and we had to grab her and bring her back to our place.
"She was just disoriented, she didn't know what she was doing."
Wollongong Police officers quickly established the two-year-old girl had escaped through an open gate at the Little People Early Learning Centre across the road.
Police immediately lodged a Child Risk Notification which alerted the Education Department.
Inspectors have been called in to investigate the incident which happened around 3.30pm on Monday.
Leaving a gate open is a breach of safety standards and the childcare centre will now face some form of punishment.
The centre released a statement stating "supervising staff have been suspended and we sincerely apologise to the parents of the child for this unfortunate incident."
