Meanwhile, the public is being asked to help those affected.
The incident took place outside the Wollongong Homeless Hub on Sunday night.
The cars damaged all belonged to Hub clients staying in the specialist homelessness service's crisis accommodation.
Manager of the Wollongong Homeless Hub, Mandy Booker, said the incident was "heartbreaking".
"It's such senseless damage," she said.
"It's taken us all day to come to terms with how these barriers keep being put in front of our clients.
"[The clients are] really upset, and don't know where they're going to be able to get the funds to repair the cars."
She said the homeless population faced many challenges on a daily basis and often relied heavily on the one possession of value they were lucky enough to have.
"Many times their cars are their home when there is a shortage of crisis accommodation," she said.
"That was the most heartbreaking thing when we found out the news in regards to the damage that had been done to the cars.
"One of the people actually uses their car to be able to get to work, and was unable go to work today.
"They really need these cars to make sure they can resolve their homelessness and get themselves out of the situation of being in crisis accommodation in the first place."
Hub staff have called on the community to donate funds to help repair the damaged vehicles.
You can donate by visiting www.paypal.com/au/fundraiser/hub and searching for 'Wollongong Emergency Family Housing Inc'. Please use 'car' in the description.
"If anyone has got a business that they can do window repairs of cars, then we'd love to hear from them if they're able to offer their assistance and donate their time," Ms Booker said.
