Mbye was fullback in the Tigers recent wins over struggling Canterbury and North Queensland, but has experience in the centres and at five-eighth, as well as hooker.
The 27-year-old has played three games for Queensland as well as 155 NRL games for the Tigers and Bulldogs.
Mbye joins Francis Molo and Jaydn Su'A, as well as England international George Burgess as new players to join the Dragons next year.
"Moses is a player we discussed in detail and while it has taken some time for the club to reach a position where we're comfortable in recruiting him, we couldn't be happier bringing in a player of his experience," Dragons head of football Ben Haran said.
"Moses's ability to play multiple positions was something we identified as needing in order to strengthen our roster.
"The character of Moses and the qualities he'll bring to the Dragons next year will only be beneficial to the team environment."
Tigers chief executive Justin Pascoe confirmed Mbye had been released from the final year of his contract.
"In particular, I'd like to recognise Moses' achievements as the 21st player to captain Wests Tigers and commend him on the way he carried himself, both on and off the field, while wearing the Wests Tigers jersey," he said in a statement
"Moses has shown himself to be a versatile and talented player right throughout his career and we wish him and his family all the very best for the future."
