While areas north of Wollongong are covered with a handful of spots, at this stage there seems to be no locations from the city CBD south to Nowra
Due to launch in a week, the scheme will see people collect 10 cents from every eligible can and bottle they return to either a collection point or reverse-vending machine.
It has been heavily criticised, initially because it was responsible for a rise in the price of beer and soft drink from November.
This week, the government was attacked in parliament over the slow pace of the rollout of collection points and reverse-vending machines.
The scheme starts on December 1 yet many residents across the state are still in the dark as to where they will take their bottles and cans.
Parliamentary Secretary for the Illawarra Gareth Ward said three vending machines had been installed at Woolworths stores in Bulli, Fairy Meadow and Wollongong.
The other locations Mr Ward provided were at the chain’s stores in Nowra and Vincentia.
It is unclear if there will be any locations between Wollongong and Nowra.
Mr Ward said the scheme would be “a game-changer”.
“People will be able to choose to donate their refund directly to selected charities or transfer it to their designated account,” Mr Ward said.
“People will also be able to redeem the refund for cash from Woolworths supermarkets or use a credit voucher towards their shopping at Woolworths across NSW – except Metro branded Woolworths stores.”
As of Thursday, the map on the Return and Earn scheme website was not operational.
