Owner Lynne Ryan first interviewed the mother of three for a job at the salon in 1999 and attributes her longevity to her passion for people and strong work ethic.
Ms Bowden now manages the Shellharbour salon and the Datpo salons.
"She brings a positive approach, great people skills and exceptional training in the latest trends and techniques for my stylists and our clients," Ms Ryan said.
"She's incredibly well respected within my team and we all love her. Many of my stylists have been with me for well over a decade, and a couple have gone on to manage their own Just Cuts salons in the Illawarra region. We're a tight knit family, and a tight knit business."
Ms Bowden's 21st anniversary coincided with the reopening of Just Cuts salons following the COVID-19 pandemic. She and Ms Ryan said they were grateful for continued loyal support.
"With everyone emerging from self-isolating there's a lot of COVID hair, so most of our stylists are busy doing tidy-ups," Ms Ryan said.
"Everyone's grateful to be back, and the whole Shellharbour team have really appreciated seeing their regulars return.
"From the day we re-opened, we've had lines out the door.
"To keep our team and our clients safe we're continuing to follow restrictions on how many people in our salon and how many stylists can be cutting.
"Our clients trust us because we teach them how to look after their style cut at home so it lasts until next time".
