The 34-year-old is in discussions for an immediate move to the English Super League, a shift that would bring an end to his time in the NRL.
Graham is off-contract at the end of the year and has struggled at times throughout the opening five games of the season.
In a statement, the Dragons confirmed they will release the veteran forward if a replacement player is able to be signed.
"St George Illawarra have been involved in discussions with Dragons forward James Graham and his management regarding an opportunity for him to return to the English Super League with immediate effect," the statement said.
"The Dragons will consider this option for Graham on the merit a replacement player is secured by the club prior to his release."
A former star for St Helens in the Super League, the Graham has played more than 400 first grade games across stints in England and at the Bulldogs and Dragons in the NRL.
The forward is set to return to his former English club as a replacement for boom prop Luke Thompson, who recently joined the Bulldogs.
Graham's potential exit comes on the back of Gareth Widdop's decision to return to England at the end of the 2019 season and Tyson Frizell signing with the Knights from 2021.
Additionally, Issac Luke left the club after just three matches and emerging winger Jason Saab has requested an early release from his contract, which was denied by the Dragons.
