The restaurant tenancy, seating up to 164 diners, would follow a re-fit of the space in the Wollongong Fishermen's Co-op which used to be the site of the Harbourside Fish Market.
It would extend from the current car park to the waterfront on the northern side, with large windows maximising the view. The drive-through breezeway would remain.
The plans have been lodged by Nautical Consulting Services Pty Ltd, which is owned by the Musumeci family of commercial fishers based at Fairy Meadow and Ulladulla.
The restaurant would be open until 10pm seven days a week.
The application says it would have only a positive impact on the amenity of the area.
"The proposal is likely to have a positive impact on the public domain improving the interface between the building and the street/pedestrian walk when compared with that of the under croft loading area," it states.
"The proposed alteration and additions will not reduce the public recreational opportunities in the locality."
The development application is on exhibition at Wollongong City Council until next Friday.
