About 9.30am Thursday, police officers tried to stop a sedan heading south on New Lake Entrance Road at Shellharbour, but the driver failed to stop.
Police began to follow the vehicle with the Polair helicopter called in to help.
Polair tracked the car for over 20 kilometres as it travelled along the Princes Motorway, allegedly crossing onto the wrong side of the road multiple times before hitting two police vehicles on Crown Street.
The car then began travelling back south and was tracked to Cormorant Street, Berkeley, where the two occupants got out and fled on foot.
A man and a woman, believed to be in their 20s, were arrested a short time later and taken to Lake Illawarra police station.
Anyone with information about this incident is urged to contact Crime Stoppers on 1800 333 000.
