Only a couple of weeks after the Dragons sacked coach Steve Price, the comings and goings at the club continue on and off the field.
It's understood Millward will join the full-time coaching staff at the Dragons alongside McGregor, who notched his first win as an NRL coach in the belting of the Sharks on Saturday night. An official announcement is expected later in the week.
Millward returned to the country late last year to head up the Dragons' NSW Cup representative, the Illawarra Cutters, after a decorated coaching career in the English Super League.
He's tipped to have been in charge of the Cutters, who are firmly entrenched in the top eight, for the last time in their thrilling one-point win over Cronulla on Saturday. Cutters assistant Scott Logan is expected to take the reins.
It won't be the only movement at the Dragons this week with out-of-favour Williams set to head overseas.
Williams, who started the season as the Dragons' No 1 halfback in the Charity Shield, is set to link up with French side Catalan Dragons.
Despite kicking a long-range match-winning field goal for the Illawarra Cutters in the NSW Cup on Saturday, the 23-year-old's chances were always going to be limited behind mid-season acquisition Benji Marshall.
St George Illawarra is yet to confirm Williams' exit but Catalan already trumpeted the signing of the one-time NSW Country representative.
"We were looking for another player to create competition in our halves," Catalan coach Laurent Frayssinous told the club website.
"Sam was looking for an opportunity. He is a talented and ambitious young player and will fit in well to our style."
