Carter was unveiled as the new White Eagles boss on Monday morning.
He hopes to hit the ground running next season as Park look to bounce back from a disappointing 2017 campaign which saw them miss the Illawarra Premier League finals.
“I am very excited,” Carter said.
“They are a big club. It came at the right time.
“I’ve always had a lot of time for the club when I used to coach in the competition.
“I like the expectation that they feel they should be up the competition because that’s where I want to be as well. They are a club who want to win things.”
Carter has previously coached in the Illawarra Premier League with Wollongong United and Shell Cove. He has also had several mentoring roles in the NSW NPL.
Carter represented the Socceroos from 1983-89 while playing extensively in the NSL with Marconi Stallions and APIA.
