Police placed the teen in handcuffs at the intersection of Memorial Drive and Towradgi Road about 5.45pm Tuesday.
A resident, Sharon O’Keefe said she saw several drivers leave their cars to chase him down, minutes earlier.
“I heard a big bang, I came straight through the house and the young boy who was in the Commodore was absconding,” she said.
“He was dodging cars and he was dodging the people that were trying to get him.
“He hit another guy further up on the expressway, and he started chasing him (in his car). He didn’t stop for the lights and went ‘bang’.”
The Mercury understands the teen was travelling alone in the car – a dark-coloured Commodore with green p-plates. He was allegedly running east on Towradgi Road when Good Samaritans caught up with him.
NSW Ambulance paramedics took a woman to Wollongong Hospital a short time ago.
The Mercury understands no one was seriously injured.
Northbound traffic on Memorial Drive remains heavy as at 5.45pm.
A westbound lane on Towradgi Road is also closed.
More to come.
