The incident, which lasted for 19 days, was caused by equipment failure - a bag house filter.
"A bag house filter [designed] to capture dust and other particulates before they enter the environment, malfunctioned and was not rectified for a number of days," the EPA's Peter Bloem said.
The EPA alleged this breached Boral's environment protection licence, which required equipment to function properly to control emissions.
Part of the remedy would be to install real-time dust monitoring equipment between the cement works and the township. Boral apologised to affected residents.
