The NSW Government announced early last year that 10 new Service NSW Centres would be established in growth suburbs across Sydney.
The new facility in Engadine is expected to open in May.
In the Illawarra there's centres in Wollongong, Corrimal, Warrawong and Kiama, with a mobile centre in Helensburgh.
However Ms Watson said Shellharbour was one of just 11 Local Government Areas (LGA) in the state without a permanent centre. And - when mobile service centres were taken into account - Shellharbour was one of just two LGA's with no Service NSW presence at all.
"Why should we - one of the fastest growing communities in NSW - have to miss out when over 98 per cent of the state has access to these basic government services?" she said.
Ms Watson said Shellharbour residents had been without these services since 2015, when the motor registry was closed down. A temporary Service NSW digital kiosk was set up at Stockland Shellharbour but closed in July 2017, she added, and has never been replaced.
"Prior to the 2019 State Election, NSW Labor pledged to open a Service NSW Centre in Dapto, if elected. This commitment went unmatched by the NSW Liberals," she said.
"If it's good enough for Engadine, then it's good enough for Shellharbour. We need a Service NSW Centre and we need it now."
However a spokesman for NSW Customer Service Minister Victor Dominello said more than 70 per cent of NSW Government transactions could be done online via the Service NSW website.
"Service NSW continually refines the design of its physical network based on demand," he said. "At this stage there are no plans to open a Service NSW Centre at Shellharbour."
He added that one of the mobile service centres regularly visited the state's south, while there was a community bus that assisted people affected by natural disasters.
Customers could also call 13 77 88 for over the phone help with transactions.
