Detectives will allege the 20-year-old set fire to multiple mattresses inside a common stairwell in the Bligh Street unit complex twice in the space of two weeks in June and July.
Emergency services were called to the building times to extinguish the blazes, while witnesses told police a person was seen leaving the complex shortly after both the fires started.
Both fires caused minor smoke and water damage to the building.
The 20-year-old man, who it is understood lives in the same apartment complex, was arrested in August and charged with destroying property in company using fire.
He has since been charged with additional offences including two counts of damaging property with intent to endanger life and two counts of damaging property with intent to injure a person.
He remains behind bars without bail and will appear in Wollongong Local Court today.
