Paramedics were called to Cotterill Avenue after 5.30pm following reports a car allegedly came around a corner, mounted the curb and hit a woman in her front yard.
She was pinned against a handrail of a ramp for a short time.
A Police spokeswoman said the driver allegedly reversed the car and left the scene.
The 49-year-old woman was not seriously injured but was taken to Wollongong Hospital in a stable condition to be treated for pain in her legs and lower back, as well as bruising and swelling.
Neighbour Brittany Long was outside her home when she saw the incident unfold.
"We were all in shock," she said.
"My young children were asking whether they could come out the front and play only three minutes before it happened.
"I said, 'no, stay inside the gate'. Then the next minute that happened.
"It was all so fast and very scary."
Ms Long said she was thankful the incident did not occur in school hours as many children cross the road to go home.
"It is unfortunate the woman got hit," she said. "It was horrible."
Ms Long said she saw the driver allegedly leave the scene.
Wollongong police officers spoke to witnesses at the scene before they went to a nearby home on Sussex Street to arrest the alleged driver.
A 50-year-old man was taken to Wollongong Hospital for mandatory testing and has since been released pending further inquiries.
No charges have been laid as of Wednesday.
