NSW Police Commissioner Mick Fuller said on Tuesday that the matter was the subject of a complaint that had been referred to the Law Enforcement Conduct Commission.
The NSW Police Force confirmed the complaint was received last Friday, May 21.
"Sometimes victims, sometimes people they tell will choose to bring these matters to light," Commissioner Fuller said.
The Law Enforcement Conduct Commission oversees the management of complaint matters investigated by the force.
Mr Ward stood down from his role as Minister for Families, Communities and Disability Services, and the Liberal party room, after news of the investigation broke on May 13.
He has denied any wrongdoing and said he was not aware of the police investigation until a journalist contacted him.
Mr Ward was first elected to represent the seat of Kiama in 2011.
