Magistrate Michael O'Brien said Deejay Reece Williams' behaviour towards the woman suggested he had a "sinister obsession" with her, but he agreed to grant Williams strict conditional bail despite objections from police.
Prosecutors will alllege Williams used almost any means possible to get the victim's attention between June last year and November this year, including driving his car in a menacing manner outside both her workplaces.
He also took to regularly depositing minimal amounts of money into her Commonwealth Bank account just so he could write her messages in the blank "description" box in the transfer, police allege.
Among the messages the 23-year-old allegedly left the woman were "blocking me does nothing! I'll just make another account or come see you", and "I'll wait to the DVO is over and then we can be together".
Meantime, the woman told police she received a notification on her Instagram account in May this year telling her to follow an account on "OnlyFans" - a site commonly linked to material of a pornographic nature.
She said when she opened the notification she saw the account was in her name. At the same time, Williams allegedly deposited five cents into her bank account and left a message reading "nice OnlyFans page you got on Insta".
The accused appears to be obsessed with the victim and can't let go of their previous relationship.
In August, Williams allegedly sent the woman five requests to follow accounts on Instagram, the first of which was in his own name, while the rest spelt out his messages to her, including "Illseeyouaround Cantforgetme", "Justmessage Somucheasierthen".
The woman reported the matters to police and police arrested Williams on the morning of December 14.
He was charged with 17 domestic violence-related offences and remanded in custody.
Williams faced Wollongong Local Court last week where he sought release on bail.
Prosecutors opposed the application, with court documents revealing investigating officers feared for the woman's safety.
"The accused appears to be obsessed with the victim and can't let go of their previous relationship," court documents said.
"Police are of the belief that the constant stalking and harassment the victim has been receiving will continue and police are on the belief that the safety and welfare of the victim are in grave danger if the accused is to be granted bail."
Magistrate O'Brien granted the bail application but said Williams must abide by strict conditions including a nighttime curfew and thrice weekly reporting.
He's also been banned from going within 10kmh of Kiama and must comply with the apprehended violence order currently in place.
The case will return to court on January 19.
