Police will allege Russell entered the Winnima Way supermarket about 9.50am and purchased items, before verbally abusing three workers - two women and a man.
He then left the store but returned a short time later, allegedly wielding an axe and threatening staff again. He was last seen leaving in an SUV.
Following inquiries, officers attended a home on Murrah Close in Flinders, where they arrested Russell and seized an axe from the premises.
Russell was taken to Lake Illawarra Police Station, where he was charged with having custody of an offensive implement in a public place, and three counts of intimidation.
He was remanded in custody overnight and faced Wollongong Local Court on Tuesday, where he applied for bail but it was refused.
Russell is yet to enter any pleas to the charges. The case will return to court at a later date.
